vbr vs cbr

If I encode a 20 minutes svcd, which setting will give
better quality?
cbr at 2520
or
2 pass vbr

For 20 minutes only you can encode at full 2520 kbps CBR. Using VBR won't result in better quality, use VBR if your average bitrate has to be lower than the allowed maximum to get best possible quality for the space available.
