Can anyone tell me why for some reason if I watch a divx with my monitor at 100mhz it looks way wrong yet at 85mhz it looks just fine?

I assume you mean hertz. What resolution you running at? on what monitor?
is your monitor made to do 100? what does it look like screen shots?

Monitors have refresh rates, movies have framerates, and if you don't synchronize them you end up catching frame transitions during refresh rates and vice-versa, and they can be very noticeable and annoying during panning scenes. This DShow filter increases or decreases the movie speed to synchronize with your refresh rate. For example:
Adjust to 75Hz for PAL movies (3 * 25fps) or 72Hz for NTSC (3*24fps) and the program can synchronize with perfection.
