Top or Bottom Field order?

What setting should I use, when encoding my personal video from camcorder, to mpeg2 DVD PAL? Top field or bottom field Interlaced? I am asking this because in TMPGEnc bottom field is selected by default whereas in CCE Top field is selected.

DV footage is Bottom field first (TMPGEnc Wizard should be able to detect this properly), and the CCE 'upper field first' works a bit different than you think:
