How do i get rid of this noise? , or is it my card itself? I am using a Kworld RF-878-PRO :confused:

The noise is caused by interferrance form terrestrial radiation and electronic devices as well as cosmic radiation left over from the universe's creation. So it is generally not your cards fault.
In terms of how to get rid of it well there are several different ways each with their own pros and cons. Temporal smoothing or the Dynamic Noise Reduction filter for virtualdub can greatly reduce the noise. But often at the cost of ghosting at the settings required to remove most of it. Virtualdubs Temporal Cleaner is another good one. With it's lumanence locking mode it can also reduce lumanence banding in the video. It is not so bad about ghosting at normal levels though it's pixel locking can sometimes provide weird grainy results. There is also a Wavelet Noise Reduction filter for Virtualdub that has been discussed in recent months. It takes alot more finnesse to use but the results can be quite impressive. It also does not cause ghosting like the other methods mentioned. If you can capture the same material 2 or more times then it is also possible to do an averaging of the two captures via AVISYNTH which is probably the most ideal if not rarest most space consuming method.
What I generally end up doing is 2d cleaner at 15,4, and 3. Followed by Temporal Cleaner at it's default settings and lumanence locking turned on. Though most of what I encode are cartoons. So you may require something different.
