What would be a good source for reading material on creating a Bit Rate Calculator?

These forums offcourse!
try a using a calculator to do the following:
example:
movie = 90 minutes and you want it on a 650mb disc,your audio will be encoded at 224 bitrate
bitrate= bits/sec
movielength= 90 minutes=5400 seconds.
you want to put it on a 650mb disc
1mb=1024 bytes, 1 byte = 8 bits
so 1 mb=8192 bits!
you have 5400 seconds and 650X8192 bits =(5324800 bits)
divide the number of bits by the time in secs and you have the bitrate! (986 bits/sec)
say your audio bitrate is 224 (svcd)
substract it from your bitrate (986-224=762)
et voila 762 is your video bitrate to fit 90 minutes of video on 650mb with audio at 224.

hi Nocturno,
isn't there supposed to be overhead data added to your media streams? E.g. DivX+mp3 needs 7 MB overhead to mux everything. In that case 762 kilobit is too much. BTW, you forget 'kilo' in your stated bitrate ;-)

yep offcourse but i was just showing how easy these calculations are,
the overhead may vary, for dvd you need a lot more that 7 mb for example.. its just my way of showing the basics of bitrate calc
