A simple question
I have a movie captured from a dvcam I encode it to mpeg2 using tmpge
what will I do than to see it on a dvd set top player.Hov can I convert mpeg2 to .Vob files .

You need to convert the audio to AC3 (48kHz). Use BeSweet or AC3 machine. (http://forum.doom9.org/showthread.php?s=&threadid=15738)
AFAIK the only affordable solution for authoring DVD's is IfoEdit. Doom9 has a guide (http://www.doom9.org/mpg/ifoedit-dvdauthor.htm) on how to do it, but unfortunately he starts with a lot of stuff that is not necessary if you have made your own MPEG-2 video. Go directly to the part where he talks about 'Author new DVD' about halfway down the page.
If you think you can spare a few thousand dollars for a real DVD authoring program then Doom9 has some better guides for professional programs here. (http://www.doom9.org/mpg/dvdauthoring.htm)

And a final hint: Read as much as you can about IfoEdit before you start to use it. It is well worth the time to ensure that you don't mess things up and have to start over again.
