Sounds as if you're reluctant to post questions and I remember the feeling, but one of the purposes of a forum chat is to let many people profit from the excellent advice offered here, not just one individual at a time. My advice would be to read everything you can find on your chosen endeavor, particularly the guides and FAQ's, run lots of searches, and if you're still stuck, post it and get some help. If you're stuck hard, post it now, as the stupidest questions of all are the ones we don't ask. You won't be ignored here for not "getting it", just show that you've made an honest effort and you'll get some help.

here is my question
Is there a burn program that can let me burn a dvd into a vcd with you any editing? more like a stright burn like cd to cd
I don't have a really fast computer. I think its got 32mb ram and its not a even a pentium 2?
can i even rip dvd's to vcd and how long will it take?

Short answer: DVD2SVCD, but loading the the VCD settings file from the misc tab. You'll find DVD2SVCD information in Doom9's VCD / SVCD guides (http://www.doom9.org/mpg/svcd-guides.htm), and lots of FAQs and guides at the DVD2SVCD forum (http://forum.doom9.org/forumdisplay.php?s=&forumid=47).

Yes it's possible, as long as that computer has a DVD-ROM drive.

Expect it to take days, because it will. With modern computers, it takes hours.

DVD2SVCS OFFICIAL Q&A (http://forum.doom9.org/showthread.php?s=&threadid=21859/) Click on this link and check out some of the suggested minimum system requirements. I'm afraid that you're dreadfully underpowered if the rest of your system specs fall in line with your memory.

Yes. In DVD2SVCD's frameserver tab, you'll find the "Resize to" option in the lower right hand corner. Tick the drop-down list arrow and select VCD from the listed options within. The time it takes to encode is relevant to your system specs, and here again, it sounds as if you are currently using an older, slower machine. Don't despair, even if you find that your rig can't process digital video, hang out, read lots of stuff, and take a look at the guides.

I taken a look at the program and it wants me to download all these other stuff whats up with that.

Well....it pretty much is what it is. Your favorite burning software is probably the only program currently installed on your computer that will help you with a DVD conversion, and you might even want to change to another burning program after reading up on that aspect. You'll need to decide which format you want to convert to, download and get familiar with the various programs you'll need to accomplish this, read a bunch more, and work at it until you get some results. Even a failure is a result with which you can post on and receive help in getting straightened out. The guides here at Doom9 are excellent, and for someone with little or no experience (like me), DVD2SVCD is pretty easy to use and understand. The default settings plus the guide will get you started, but understand that the higher the number of passes you select under the encoder tab, the longer the process will take. With an older machine, selecting a two pass conversion here might be a good place to start. Keep the faith!

As jggimi pointed out, you absolutely have to have a DVD-ROM drive with which to read your DVD's, if your pc doesn't have one of these installed, you're at a serious sticking point.
