Image stabilizer filter

Hi!

A short question: Is there a filter able to "stablize" the picture. I'm coding anime and the picture is jumping around a little bit(somehow they did not a good job in digitizing it) causing a degrade in compressibility. If there is a filter stabilizing the picture (perhaps similiar to a picture stabilizer of a camcorder?)I could lower my threshold values in Dup.
