Need help with PGC's, chapters and cells

Hi everyone,

Im using Scenarist to re-author movie extras and I'm stuck. I have re-encoded the video streams and I need to put it all back together. This is what the real dvd's VTS4 / PGC_1 looks like

PGC_1 (program chain): [Title(TTN): 1] [00:01:03.05 / 30 fps] (Programs: 2) (Cells: 2) (uses VOB-IDs: 1,20)
[Ch 01] [Pg 01] [Cell 01] [V/C Id: 1/ 1] : time: 00:01:02.20 / 30 fps [Pos: 00:01:02.20] [Frames: 1880]
[Ch 02] [Pg 02] [Cell 02] [V/C Id: 20/ 1] Layer Br.: time: 00:00:00.15 / 30 fps [Pos: 00:01:03.05] [Frames: 1895]

my attempt looks like this.

[Ch 01] [Pg 01] [Cell 01] [V/C Id: 19/ 1] : time: 00:01:02.16 / 30 fps [Pos: 00:01:02.16] [Frames: 1876]

I cant figure out how to create the 2 cells and have 2 chapters inside the pgc. Is cell 2 an actual video stream? I tried dragging a video stream into a cell and it wont let me.

I see that on all the dvds I have checked have this. CAn someone explain how I can reproduce this?
