Problem with drawing buttons in Scenarist.

I'm trying to follow the guide here http://doom9.org/mpg/scenarist.htm but when i come to the point where i have to draw the buttons i can't. I can open the Simulation Window, but when i select an overlay image and try to draw a button nothing appears even though the button drawing icon is selected. Also my button toolbar doesen't look like the one in the tutorial. When i select a normal image for my menu (not the overlay image) only the Arrow button is enabled. When i select an overlay image the only the Arrow image, the Button image and the four arrows to the right are enabled, the others are disabled. What am i doing wrong?
