I'm creating Mpeg-2 files with DVD2SVCD, but other people can't play it unless they have a DVD player, e.g. PowerDVD, installed. I can play it ok as I have purchased the Mainconcept MPEG Decoder, but it's no good to others who I distribute the videos. Is there a codec, etc, available which I can distribute with my application, to enable playback?

You don't need a DVD player to use WinDVD or PowerDVD. They will install and work fine without one.
On another note I am assuming you are talking about using this made SVCD with Windows Media Player. This is a bad idea as WMP is aweful at playing SVCD and VCD content.
You may want to look at the Doom9 download page to see if there are any players there that are free to use.
