Just curious as to what some of yours avs files look like if you're doing an avi to mpeg2. Was originally trying to use tmpg to make my caps into mpeg2 but even after i ivtc there are still some left over horizontal lines. Did it exactly the way my friend does with his tv caps but he's successful and I'm not.[auto-settings, 24fps flicker, automatic, theshold @ 50] =/ Still want to use tmpg ,just want to open an avs thats already deinterlaced/ivtc'ed [I'm a newb when it comes to this so i dont know the difference if there is one] my video.

I know you're not asking for an entire tutorial, but GKnot can write your .avs file for you.
I'm not sure if you're trying to convert to SVCD, or just basic MPEG-2, but GKnot should still be able to write your .avs file either way.
Check out step 3:

At least it'd create a working example.

Are you sure that your AVI has been correctly made ?
I mean, maybe your AVI is in fact a DivX/XviD, which comes from an Interlaced source, and the creator of this AVI forgot ( or didn't knew how.. ) to deinterlace or IVCT before encoding.
And now you have a DivX/XviD with horrible "horizontal lines", but which is frame based..
If your AVI is so, then you cannot deinterlace it anymore...
To get rid of these horizontal lines you can only use "tricks" ( reducing Vertical res, using strong denoiser, etc..).
But you will loose a lot of quality/details.
