I really like the built in noise filter in Tmpgenc 2.5x Plus and was wondering if something similar exists for CCE (or VirtualDub) that someone has actually used and can recommend...

For CCE you can use its internal Antinoise setting, or you can use all the denoising filters for AviSynth out there (try Convolution3D).
