I put the same VOB file through REMPEG2 and Teco's Bitrate viewer and the average bitrates were quite different. Is one more accurate than the other or are they both off?

Determine this for yourself. Take the size of your demuxed .M2V file (in BITS, or BYTES x 8) and divide it by the total seconds. This gives you the true average bitrate.

For the record, Bitrate Viewer doesn't do a very good job when there is a 3:2 pulldown applied.
