.- i'm capturing with picvideo mjpeg codec @ 19 and resolution is 320*240.
.- i'm compresing the video captured with divx pro 5.02 bundle @ 780 kbit/s(2 hours for CD of 700 mb) and the audio to MP3 @ 24 kbit/s mono.

As you're capturing to MJPEG I recommend to use VirtualDub's denoising, which you can activate in one of the menues while in capture mode (not the regular filters, it's in the menues, Capture or so). Set the strength lower than the default, else you'll get ghosting. Try 6 or 7 ticks on the slider.
The video will be cleaned before it's encoded to MJPEG, thus the noise won't be amplified by the compression.
For post-processing try Convolution3D, or PeachSmoother. For your anime you will profit from Donald Graft's dup filter.

i hope that audio bitrate number is just a type ;) If you use avisynth then there are plenty of filters to help such as the aforementioned convolution 3d (which has a presets for your purposes). If you want an easier tool to use, I would suggest exploring autodub 1.6.5 (or the beta if you are adventurous) that comes bundled with several anime-specific filters. You can also look at some of the newer builds of xvid with chroma motion estimation with custom animation matrices.

ok, ok, thanks thanks a lot :) ...I use a 2d cleaner and other filters but the distorsion is heavy. the blur effect is very intense. I don't know, i'm not a expert. sometime the video result is very cool and clean but when compresing to divx the result is to bad.
well well thanks again...and excuse me for my english is to bad...i'm latin grunge boy :)
