minimum I-frame interval in XviD dev builds

it seems that XviD doesn't recognize this option in encoding prozess.

When I set min. I-frame to 6 and look at the encoded video with vdub or vdub mod, I alway have some parts in the movie where about 14-20 consecutive frames are I-frames.

can somebody explain?
