Does this mean we have somekind of XCD creator program soon?

Well having the sources published gives more chance that development may be pushed a bit, so we can have a backup-supporting filter sooner. Meanwhile using the backup tool (its sources can be found on the package above) is still not recommended, because the spec may change in the last minute if the real-world tests indicates something isn't working right as it's designed now. This is why avih choose to keep it.
