Blockbuster is designed to selectively add noise/blur/sharpen with the intention of reducing the amount of visible DCT blocks in the final encode. DctFilter is more experimental, and is Tom Barry's first shot at a DCT-domain-based filter.
Which you would use depends upon what you are doing :).
