I know that MPEG-2 supports both, but which one is being used in SVCD (or, to be precise, in SVCDs created by DVD2SVCD using TMPEng and CCE)?

4:2:0
its the only colorspace compliant with Mpeg-2's Main Profile, and AFAIK svcd complies to the same MPML restrictions that DVD does. 4:2:2 is only available in High Profile.
