Just started to try the MultiPGC method, so ripped angle 1 w/DVDDecrypter to get m2v/ac3 files (Trying this method first without re-encoding with CCE).
I then add the files to Maestro timeline and find out that the movie has the above noted offset (starts at 00:59:58;00 - note timecode is dropframe).
Is this normal?
I then tried importing IFOUpdate's chapter list but of course it won't import to Maestro because of this offset start time (IFOUpdate's chapter list starts at 00:00:00:00).
Any suggestions if I'm missing something in the method?

youre getting the error because of the no encode bit in your method...
you would normally set the timestamp to 00:00:00:00 or anything else you need on CCE encode.. this would then match the unmodified chaps
But you can offset the chaps output in IFOUpdate to match the timestamp already embedded in the file.. just look down the chap export panel a bit...

Maybe you could answer a couple of simple questions on this method.
1. From what I saw in the IFOUpdate "MULTIPGC-MAESTRO-README.TXT" file, is it correct to say that I must just create playlists of the specified chapters and don't have to do anything in the connections window to these playlists? I guess IFOUpdate will do what's needed?
2. I'm a little confused on the dummy PGC's. One of your recent posts stated something about using a black still picture imported into Maestro to create a small PGC. Do I have to do this or will IFOUpdate take care of all this now?
3. What about the discussion regarding the small PGC's without any audio. Is this a current concern using the Maestro method?

Correct... just make appropriate playlist(s) and compile.. ifoupdate WILL do the rest

Dummy PGC's are PGC's with absolutely no content whatsoever.. and ifoupdate will deal with these on it's own.

Stills were mentioned in relation to PGC where there IS content but usually of the order of 12 frames or so... these can be replaced with a black-still in maestro
often these don't demux correctly.. and you can't adjust the length to match your requirements etc.. you can do all of this with a still.
theyre not really that much of a concern other than that you have to have a method to use the existing or replace.. if the structue is going to match/be updateable

I tried importing the chapters again after offsetting (which works great), but I get this error window --
"I-Frame Insertion entry frame rate is not consistent with current tape frame rate. I-Frame import will be cancelled."
Can this be fixed relatively simply?

Yes, it can. Import the chapters in the drop-frame format. ie.
01:01:21;10 (note the semi-colon).

I found one way how to reset a timecode to 0.
pulldown.exe -nopulldown -drop_fram true your_movie.m2v your_new_movie.m2v
It will not change anything in your movie (it already has drop_frame flags and no pulldown opperation will be done) but will recalculate timecode from the 00:00:00
It really helps with subtitles and chapters importing.

I recently authored a DVD in which I explicitly used MPEG streams encoded with a start timecode of 00:00:00:00 and the resulting DVD displayed no timecode on my Pioneer DV343.
I did a smaller project a week earlier in which I forgot to set the timecode from the CinemaCraft default of 01:00:00:00 and that disc played on the DV343 also displayed timecode on the player's front panel display.
Still not sure if that has something to do with changing the timecode or something to do with differences in the scenario of the disc... Go figure...
