There are Many Straight Horizontal Lines during Fast Action

It shows Straight Horizontal Lines during Fast Action.
Here is the information of my dvd clip accroding to DVD2AVI:
Aspect Ratio : 4:3
Frame Rate : 29.970fps
Video Type : (Alternating) FILM and NTSC
Frame Type : (Alternating) Interlaced and Progressive

I ripped this movie, Monster Incorporated, with SmartRipper2.41, I would like to know why the Video Type and the Frame Type are alternating?
And the most important thing I would like to know is, of course, how to get rid of the Straight Horizontal Lines during Fast Action, thanking you in advance!

Thank you very much for your prompt reply, now I use Force Film in DVD2AVI and the horizontal lines seem to have gone.
