All noise MP3

I tried to covert one of my wav file to mp3 with lame 3.92.
After the coverting, the mp3 file is full of noise and the length
of the mp3 is much shorter than the original wav file.

Can anyone tell me how to convert such a wav file?
The original wav file is 32kbps, 22.05KHz.

I can help you with that one.
I use a program called CDex ver 1.5.
you can download it from http://www.cdex.n3.net.
You can convert Audio CD to WAV or to MPG, WAV to MPG, or MPG to WAV.
