In the UK, some old TV's will only play NTSC films in Black and White. If I used the DVD-9 to DVD-5 full copy instructions to remaster the DVD, AND set the DVD Maestro properties to PAL instead of NTSC, when I burn the remaster the film, will it play in colour on ALL UK TV's?

Short answer: "No" :(
The reason (so I am told...) that NTSC shows up Black and White on a PAL TV is that NTSC TVs scan at 60hz, whereas PAL TVs scan at 50hz. Apparently this has some bearing on colour. Don't ask me why! :)
Therefore, it's no good simple setting a PAL flag on your project if the footage you have authored with is still NTSC (29.97fps). You need 25fps or you're stuffed (if you only have an old PAL TV, I mean). Many modern PAL TVs are simply multi-standard - that's the reason why they are able to play NTSC titles in colour. Sony are a good brand to go for if you want this feature.
