I capture my video at 640x480 Mjpeg Codec Quality=19 but sometime my source is noisy and i resize the solution to 352x240 for VCD resolution but what is best between capture at 640x480 & resize,deinterlace + noise filter or direct capture at 352x240 ?

If you capture at 352x240, one field out of two will simply be dropped. The 640x480-then-resizing method yields better results, because the two fields will be interpolated, not just dropped. But you may want to try yourself if the effort is worth it.
