I'm really not sure where to post this message but saw that Derrow is the moderator on here and hope that he or someone else can help me. Note that if I need to restart and follow a different process from scratch that's fine...but I'm not sure what I need to do.
Currently, I have two dvd-5 folders that were created from splitting a dvd-9 region 2 disc. I removed the region encoding and verified they work on the PC. It took a long time to find a program that would burn the dvd-5 folder due to I think a nav error, though I'm not sure...anyway, please read on: (btw, neither dvdxcopy nor imgtools0.99-2 can see my dvd drive...it is my only IDE device. My images are stored on a firewire drive with the originals on SCSI (but I'm burning from the firewire since SCSI burning can seem to cause its own problems) and I have disabled dma.

I tried imgtools 0.99-2, since that seemed to mention it could bypass the Reallocation, which is what I think my error was regarding the missing vob 5-1 file (that was on the second of the split discs)....the problem with imgtools 0.99-2 is that it cannot see my drive which is an A04 IDE (and I have forceaspi on there and set dma to the correct setting)...additionally, I tried the 0.88 or so version but that one didn't seem to have any button that let you start the burn.
I tried Sonic DVDiT PE 2.5.4 also (from volume) and it failed as well.
UPDATE: I did find that Gear Pro 6.02 Mastering Edition Trial worked although it didn't like the last track. Gear Pro 6.02 did give an error on VTS_23.* (all VTS_23 files) which exist on both films) and which did not seem to affect playability...when I tried opening that 174k VOB/18k IFO/18k BUP file through WinDVD, it had no effect. It then burned the disc ok (and left off the vts_23* tracks from the first disc).
However, because the region 2 (now region free) disc is PAL, it won't play on the TV....I had thought the TV could handle both PAL and regular but am apparently wrong...it shows the screen black and flickery while it continues through the tracks normally...so the disc itself is playing, but the image is not viewable.
How can I convert the two DVD folders that I now have ready to burn to DVD from PAL to NTSC without losing the DVD quality?
Also, is there a free or low-cost burning program that will work? As I mentioned, imgtools didn't see my drive. I have all work on a firewire, the A04 on an IDE, and SCSI drives which hold copies of the images while I keep screwing it up as I learn the process.
But where I'm stuck now is that I have two DVD-5 folders ready to burn with the one program mentioned above (Gear Pro Mastering Edition Trial 6.02), but I need to convert them from PAL to NTSC without losing quality and don't know how to do that while keeping it as a DVD (as opposed to a VCD). The other thing is if there is a program other than GPME 6.02 that will do the burn with what I'm guessing are realloc errors...Nero gives errors and that is with v5.5.9.9.
