Quality: 2.64 vs. 2.66

At the moment I use 2.64(10) with Avisynth. Is there any quality difference between this version and the new 2.66? Please take the new pulldown feature of 2.66 out of consideration, I don't have any material which needs that. All I have is standard european PAL-25-progressive. Is the encoding result of 2.66 visually better?

I compared 2.5 to 2.66.06 and to me it seemes that 2.66 is really worse.
Compared to TMPG I got similar but not equally good results with 2.5 but 2.66 always made ugly artifacts (blocks).
I tested at quite low SVCD-bitrates (1300) with DVD-cartoon source.

The earliest versions of cinemacraft at many passes with low bias really KICK ASS..(my opinion thought)
