Jerking Movie

I re-encoded my PAL movie with TMPGEnc using DVD NTSC
Presets. The picture is good, but movement is not smooth.
Picture is jerking. Can anybody help with that?

Hi,
I had this problem a while back when remuxing with ifoedit. I had to create a template consisting of I frames only and load the template into tmpgenc. Once I encoded this way the video was fine.
Note make sure though that the template file has just I frames in there!
