Avi to VCD 16/9 to 4/3 help

Hi all,
i want to convert a 16/9 avi to a 4/3 vcd, eiter (and that would be the best) by adding black rectangles above and below the video, or by cropping the original file.
How can i do it with tmpgenc ?

Well, I didn't make VCD for long time, but you can load the avi in TMPG, select VCD template (NTSC or PAL) and in the settings - keep aspect ratio. The TMPG will add black rectangles for you. Good luck.
