Is there any program in Win32 which could
perform the bandwidth limiter for all network applications on a client PC ?
I have a client on my LAN which download like a satan,
I really want to limit his download bandwidth.
I prefer to have the software solution not the hardware solution
since I don't have the admin password for the router.

Perhaps just tell him (either personally or through HR / whoever handles abuse policy) that he shouldn't download so much.
I don't know of any software solution to this on win32.

there's a tool called "netpeeker" which shows you the network activities, transfers, transver volume etc of your processes. Additionally, it should be able to block transfers and limit them by certain rules.

EDIT: I did forget to mention... of course it is _freeware_.
For our german audience: Essential Freebies (http://www.essential-freebies.de/board/portal.php) has a huge list of freeware online, it's worth a short while to look around there. I'm glad that I have nearly no need for commercial products ;)

This doesn't allow rules to be set upon Bandwidth consumption, only upon certain programs run, furthermore, it only works for programs run locally, not across a network.

The only way to accurately manage your bandwidth (without buying a hardware based solution) is to create a Linux based router and send all traffic to and from the internet there, then using free tools you can create a traffic shaper similar to a Packeteer (http://www.packeteer.com) which is what everyone who's anyone uses when they want to limit company, educational, or organizational bandwidth uses.
However, if making a dedicated Linux box is out of scope for you, you can convert an older PC into a packet shaper with one disk (based on FreeBSD), more info for that is here: http://info.iet.unipi.it/~luigi/ip_dummynet/
