What is the best re-encoder ?

All I ever see on the net is DVD to (S)VCD utilities. What about DVD to DVD ? What I want is software that can re-encode a ripped DVD in to a lesser quality version. So basically speaking, DVD9 to DVD5. What is the best and most easy to use for this ? Both free and paid for ? Also is there any software that makes VOB files in to DVD MPEGS ?

Why not to make 1:1 copy of DVD9 to 2 x DVD5?
If you insist DVD9 to 1 x DVD5 then Rempeg or Flask with CCE

All utilities ARE there. Just look with open eyes
