avi to dvd

i wanna burn some avis(ntsc,stereo) on dvd(pal)
the video will be tmpeged to m2v
my problem is, i convert the mp3 audio to ac3(384 kbits stereo) using ac3 machine (sampling rate to 48000, samplerate from 29970 to 25000)
the samplerate stuff seems not to works good in ac3machine as this is a log excerpt:
Source Frame-Rate: 25000
Dest. Frame-Rate: 29970
i have explicitly entered them vice versa ( 29.970 as source, and 25 as dest)


now when i import the ac3 into maestro, it tells me : media detection error

whats my error? what am i doing wrong?
what bitrate do i need to take for ac3?

Maybe you could use BeSweet and in that use SSR to save as an intermediate wav before encoding to ac3. Softencode is another nice ac3 encoder you might wanna try out.
