broadcast films -- that you know for sure were made within the 4:3
format -- stretched & debased as 16:9 !?

I capture within the resolution 352x288 -- which procedure and size
of cropping would you advise as per, if possible at all, obtaining
a "normalized" format (i'm aware it will have a cost in terms of
quality...).

Uh, usually they make me angry the other way round: broadcasting a 2.35:1 movie as 1.85:1, 16:9 or even 4:3 pan-and-scan ...

For your problem, you should use trbarry's "SimpleResize" filter for AviSynth, it contains a feature for "warped" resizing, e.g. stretching/shrinking the borders more than the center.

Search the AviSynth-forum for "SimpleResize".
And in case you're not using AviSynth up to now - well, then here you have the perfect reason to get started with it ;)
