Because what you see in a PC monitor is different than in a TV...
In TV, you will mostly see what it is WITHIN the safe margins...

To check it youself, create a .bmp in Photoshop and write a word at the edge of the picture...
Then create a menu in Maestro and compile that in a DVD Movie and watch it on TV...
99% you won't see the word...

but ..in this case ...the resolution of menù is minor of 720x576.
Why the movie don't have the safe area ?

Try importing a very small bmp (for example 100x80)...
Maestro will stretch it to make it 720x576...
So even if you have created a PSD or BMP file less than 720x576, Maestro will stretch it...
That's why you have TV safe zone...So it's better to create in Photoshop your menus by having TV safe grids on...

the movie does have safe area when you try to make 'button over video'

the safe area is only indicating to the author where to put the buttons inside so they will be visible to the user on a TV.

if you have 'show safe area' checked, then yes you will see where the average tv will cut off till.

...and to add sth here, the safe area in the movie is not only for the "button over video", but also a VERY good tool to see where your subtitles will be displayed...

And if you try what i said (the example about the word), you'll see that TV will not show the word...
