VCD is playable even on Pentium I processors.
SVCD & DVD are playable even on Pentium II processors.
DivX is another thing. I have a P3 @667MHz and it plays resolutions up to 576x432 (without b-frames) fine with post processing on MIN.
With b-frames, it can play up to 512x384.
640x480 videos are playable as long as the bitrate isn't very high. If the bitrate is very high, the video might freeze for a few seconds or play quite jerky.

I used to be able to play VCD, DVD and Divx fine up to 720x576 on my cel500 (overclocked to 563).... That was on a TNT2 ultra, and a decent motherboard (the motherboard made a *big* difference).
