i find only decoders or convert program ...
..i'm seach a encoder .... wav1,wav2,wav3 ecc.. to ac3 output

There's at least one guide there, I was just looking at it.
I don't know the quality of free AC3 encoders, but scenarist includes an AC3 encoder, and there's a standalone product called Sonic Foundry Soft Encode.

if you want to create your own multichannel music from the individual instruments or midi files have a look at Steinberg Nuendo www.nuendo.com

I personally suggest using Acid Pro 4.0 and Soft Encode.
Acid Pro is a current program, but Soft Encode is not. You can still find it on the web if you look in the right places. I was lucky enough to get if when it was current.
Acid will allow you to set your WAVs to different channels and such, then you would use Soft Encode to combine the channels to an AC3 file.
