keyframes in XviD

How can I force a keyframe to a specific frame in XviD?
Like in Nandub, when I use ecf file and in the file something like this:

@1243: K

[Teegedeck]

How about: not at all?

[Koepi]

How about: open the stats file, set a keyframe flag in the QUANT variable, save the statsfile?

[Zarxrax]

How would one go about doing that? I just looked at the stats file and its a bunch of gibberish.
