This might sound odd but there is this program I use called DVD complete made by Dazzle or Snazzi in Europe. I've tried many authoring programs, but this one is the easiest to use and produces the best results in the quickest time. I got it with some hardware I bought but I think it cost about $99 US.
Anyway, you can use a wizard or go manual. You simply start a project then import "movies" AKA clips. It encodes them at that point not at the end (to save time) Then you can select chapter points (either manually or auto). In any case, if you select more than 1 clip it defaults to the behavior (this is with the wizard) that you want a root menu with buttons to select each clip. Also it assumes that after this selection you will want another menu with buttons for each chapter that you previously created. You choose, at the beginning menu templates which you can change in manual mode to whatever you want.
The only problem I've had so far with this program is in joining clips so that the prog sees them as 1 movie. There are workarounds however. Seriously, I like this better than Videopack 5, DVDit, etc,
maybe scenarist is better but $15,000 US is a bit out of my league.
