The only thing I can say is you better use the internal rippers in dvd2svcd first if you plan on encoding with that program. If you have problems and ask for help, that will be the first thing you will be asked.
As far as which is best, I have yet to find a dvd that either smartripper or the internal rippers in dvd2svcd couldn't handle. Guess I have been lucky.

I've had a lot of good success with Smartripper, no real complaints there.
Just make sure you have DMA enabled for all your drives, ensuring the fastest possible speeds.

I think you are confusing what the purpose of dvd2svcd and smartripper is:
dvd2svcd is an all in one program to take a dvd or avi input, rip it if needed, then encode it to a vcd or svcd file. Everything needed in included except the encoder (either tmpge or cce).
smartripper is simply a program to take the vob files from the dvd and copy them to your hard drive. The vob files are where the video, audio, and captions are in a movie. If you use this you will still need to encode the video and audio.
What is you final output file type going to be? Divx (playable on a computer only), or vcd-svcd (playable on either a computer or standalone dvd player?

The term rip (when you are talking about smartripper) simply means it will bypass the copy protection on the dvd and copy the contents to your hard drive. It is not an all in one package that will take a dvd and create a divx file from it.
For divx, gordianknot will perform this task for you (available in the software section on this board)
For vcd and svcd - dvd2svcd will do this - also available here.
