Bitrate Please Explain

When you see a bitrate in gknot, what does that mean exactly. Does that mean that each fram will recieve that bitrate or that the movie as a whole will recieve that bitrate. I am trying to write a report on video compression and Im not entirely sure as to what that term means and i don't want to lie to my audience.

It's based on time, so the number of bits each frame receives is less at 29.97fps than 23.976fps.
