NTSC to PAL

Can an NTSC DVD be encoded to PAL? :confused:

if its a NTSC FILM (24 or 23.976) then you can take the Forced Film output and speed it up to 25fps (use a good audio editing program to speed up the audio by 4% and keeping the right pitch).

if its a 29.97 interlaced source which you cant force to film, then you'll have to use an external box to convert the signal, or other software, or even an avisynth script.
