Yes, there is free software available, e.g. the Windows Sound Recorder ;)

You can also use MusicMatch. It is freeware and you find it here: http://www.musicmatch.com/

Only the PLUS version costs money. The normal version is free.

I know it's not freeware but I recommend Sonic Foundry Sound Forge, after using it to record the audio to HD it's wav editing facilities come in very handy, and it has all the tools neccesary to adjust sub-par sources to something quite acceptable.
