I am using Mozilla 1.2a a lot lately and it has taken the place of Internet Explorer for me.
On the other hand there is one feature that i believe is implemented worse than that of IE6. I'm talking about "Working Offline Mode".
I have put at "Preference-->Advanced--->Cache" cache size of 150.000 Kb disk space and about 16384 kb of memory space and it still doesn't open all pages visited. And it's not that it happens after some days usage but only after some closing it and reopening it. After that it selectively remembers some pages.
I noticed that the cache storage uses md4 hashed for filenames (or something like that) and every file (.htm, .gif,.jpg or whatever) downloaded is stored as a filename containing Letters and Numbers. So even if someone would go and find something downloaded manually( like it is possible in IE) it's not so easy. I'm not saying that thay shouldn't use this way but just that there could be a vast improvement of offline mode.

Since this isn't really a bug but just an implementation problem, where should i notify the developers, through bugzilla or using some other way?

That cache is only an online cache..... The pages are checked to see if they are out of date and the cache is refreshed... I don't believe that cache is really relied upon for offline mode browsing.
