SVCD format on DVD with DVD Workshop

Is it possible to create a DVD with an SVCD compliant file using DVD Workshop? I've successfully put SVCDs on DVD using SpruceUp and DVD Patcher, but when I try to patch an SVCD MPEG2 file to 352x576, author it it DVD Workshop and then repatch to 480x576 just before creating the VOBs DVD Workshop always detects that the file has changed.
