If I already have a mpeg2 format movie, can I use DVD2SVCD to turn it into a SVCD? If so, how? Or do I have to start from a DVD?

Furthermore, If I have a power failure or my computer crashes, is there any way to continue where DVD2SVCD left off, or do I have to start over?

@Your first question: Do a search for reencoding mp2 video. There are several methods, including using the PVA2SVCD method, and renaming the .mpg to .vob and running normally as DVD2SVCD. However, you should already know this, because you're supposed to do a search before posting _anything_.
