i just cant find the option to change system format in CCE.
where the hall is the PAL or NTSC Options.
i just want to encode NTSC DVD To PAL.

your input resolution and fps decides that already. So you have to make the framerate change prior to loading in CCE (Avisynth's assumefps is an option if I'm not mistaken).
