PSU: Antec True Power, Leadman Powmax, Sparcle, ... I wouldn't buy Enermax (even the newer seem to be ok again - the older had 5V line stability problems)
I'm not so sure if I'd buy an SB Audigy together with a VIA board - it might work great, but many people are having problems with that combination. At least be sure that you can rma the card if it doesn't work on your via board...

Creative makes good sound cards and the Audigy is probably the best they've ever made - but unfortunately they don't seem to be able to make their cards 100% compatible with all VIA boards. Especially with wdm drivers in 2000/XP they're having a lot of problems.
I have a Philips Acoustic Edge because of that reason - it's also a really good 5.1 card with SPDIF -in and -out.

Every sound card I have had on all chipsets has been flakey.
How about a price cap?
Its tough to recommed without prices.
I will comment about video cards.
If you go Nvidia the only go with the Ti-4200 128 card.
I have benchmarked 3 cards thus far.
The Asus, the Visiontek, and Chaintech.
The chaintek GT21 Ti-4200 the special edition can be bought for $160 and come with heatsinks on the memory along with a pretty look and all the cables. It showed the best performance not to mention the best overclocking, and cheaper than all the visiontek and asus. The Asus was the worst performer. But depsite that with the new drivers the cards benchmarks exceeded the ti4600s, for half the price.
Most people will agress with this.
