when i use ulead media studio pro, i can only capture in low bitrate avi. how do i get it to capture as mpg or some other higher quality?

Are you talking about capturing a DV AVI file from a camcorder?

Well, normally you capture your DV data to an AVI file. Then you encode to whatever you like. Are you looking for a direct conversion to MPEG-2 during capture? In that case you should look for a bridge (hardware) which can do this for you (but you won't get high quality this way, because software encoders like TMPGEnc or CCE are much better).

well i import it as avi, but the quality is really low, even tho it takes up a lot of space. how do i set it so that it captures at a much better quality

If you capture through firewire you'll get an exact copy of what's on your camcorder tape - provided that you don't get framedrops (shouldn't happen, otherwise something's wrong with your system).
What do you mean by "low bitrate avi"? DV has an almost constant bitrate of 3.6 MB/s, and it is compressed 1:5 only. If you were going for MPEG-x the quality - and probably the bitrate, too - would be less.
You should provide me with more information, else I'm afraid I can't help you.

probably a playback problem? With the decoder filter set to 1/2 or 1/4 quality, DV files look really bad on the monitor.
It's as BB said: if you get DV to avi from your camcorder, it should be the same as it is on the tape. No difference in quality.

how do i change the decoder filter? im a real newbie on this and would like to be able to make great home videos of my newphews onto a (S)VCD

You can change the decoder settings this way: Open your DV AVI file in Windows Media Player (6.4 preferred), then click File/Properties, and you'll find the settings.
For the first steps towards an SVCD I recommend to open the DV AVI in TMPGEnc, load an SVCD template, and encode to MPEG-2. Then burn the SVCD, e.g. using Nero.
