Settings for animation????

What is a good setting for doing animation with dvd2svcd 109build 3
and CCE i have tryed the default setting and have played with the bitrate settings but i still get macroblocks or fuzzyiness around images???

I assume by 'animation' you mean 'anime' because if you don't, that really doesn't make sense as all video is animation. In the case that you do mean anime, just perform a search for "anime settings" and you'll get a myriad of topics in which this has been discussed and rediscussed. Always search first. And read those stickies too.
