Standard VFW Capture by Windows

All most all capture softwares which will depend on windows VFW capture driver are using the same old VFW driver with the old tuner window with no options for selecting the Video system(PAL-B,etc) and no options for Fientuning channels etc. Is there any tweaked Capture driver which allows finetuning, video system selection etc for use with VFW capture applications?
