can somebody tell me what ivtc (45,11,99) mean and how to use them. I think they are something for avisynth but i am still confused, is there somebody that can tell me what that means in a SIMPLE way

Those are settings for IVTC2.2, an IVTC method (like Decomb and GreedyHMA are also IVTC methods). After you download it and install it, you'd load the Plugin and add that line into your .avs. There's more information about those settings in the readme included with it.
